Abstract

"Capitol Update" piece on Maine Department of Conservation Commissioner Patrick McGowan, who acknowledged that he improperly discussed a pending case before the Land Use Regulation Commission with a LURC commissioner, following a vote on a proposed wind power project on Redington Mountain. Gov. John Baldacci, who was assured that no votes were swayed, has ordered his cabinet to undergo "refresher" training on inter-agency protocol.
