Abstract
Starting next fall, Colby College in Waterville will replace loans with grants for all Maine students, in hopes that the tuition break will boost state resident enrollment from 10 percent to at least 12 percent. Colby says a gift by Portland developer Joseph Boulos will allow for the new policy. With details on the grant policies of Maine's two other elite private colleges, Bowdoin in Brunswick and Bates in Lewiston.
