Abstract
"Focus on Mid-coast Region" piece on Topsham's creation of a downtown center--the "Lower Village"--through a public-private partnership started in 1992. The value of some of the Lower Village buildings has increased tenfold, and additional structures have been added. Developers Ric and Peter Quesada, of Portland-based Fore River Co., took on the Bowdoin Mill restoration, which helped drive the rest of the project. Jim Howard, president and CEO of Topsham development firm Priority Group, worked with public officials to create the center in the "new urbanism" style. With details on the people and elements that led to the project's success and on the Quesadas' mill redevelopment.
