Abstract

"Capitol Update" piece on the $190 million supplemental budget passed on March 31. The budget included $65 million in cuts to the Department of Health and Human Services, including directives to rein in Medicaid. Gov. John Baldacci and the Legislature agreed to reduce the number of people on the program by capping enrollment. However, those not allowed to enter the program will end up costing taxpayers in the form of higher insurance premiums. With comments on the "shift-and-shaft" phenomenon of government.
