Abstract

The city of Portland might sue the state over a debate that sunk a deal with Olympia Cos. to develop the Maine State Pier. The state says it owns the submerged lands, a claim that would affect combined acreage comprising the largest single parcel of developable land along Commercial Street. Because the state's 30-year submerged land leases have not affected development elsewhere in Maine, some city councilors feel a lawsuit is unnecessary. The losing bidder, N.H.-based Ocean Properties Ltd., says the lease dispute wouldn't hinder them from developing the pier.
