Abstract

"Capitol Update" piece on a proposal by the Maine Bureau of Parks and Lands to use a new formula to assess state fees for the leasing of submerged lands, when the annual cap of $1,200 per lease ends in 2009. The new formula would charge 5 cents per acre, with the rate adjusted based on the municipal valuation of the land adjacent to the submerged land. Higher rates would be phased in over a decade. If the cap were simply removed, the amount paid to the state by lessees would jump from $174,000 to $870,000 annually.
