Abstract
"Venture Builder" piece on the Clinton-era, Small Business Administration-sponsored New Markets Venture Capital (NMVC) program and CEI Community Ventures, a for-profit venture capital subsidiary of Maine's Coastal Enterprises Inc. and one of only six NMVC companies in the country. The six funds were licensed by the SBA, but matching funds were eliminated when capital was deleted from a 2003 omnibus appropriations bill. This year, SEED Act legislation that spawned the NMVC program was re-introduced, and in the current environment, might get a positive reception.
