Abstract

The dumping of cheap Chilean salmon in the United States is affecting our relationship with Canada. With low United States market prices, downeast fishermen are exporting whole salmon to Canada for processing there, threatening local jobs. State Representative Albion Goodwin has proposed a bill to require that fish caught in areas leased from the state be processed in Maine. Governor Angus King, whose campaign slogans included "Never let a fish leave Maine with its head on," has not decided whether to sign the bill if it passes, risking a trade war with Canada. Details.
