Abstract
A U.S. Dept. of Commerce proposal to impose tariffs on coated free sheet (CFS) paper from China and Indonesia would help level the field for American paper makers and offset foreign government subsidies, supporters say. Sappi Fine Paper North America, with mills in Maine, was party to a petition filed with the Department of Commerce and the U.S. International Trade Commission last year. In a similar case brought in 2007, the International Trade Commission blocked the tariffs, saying the domestic paper industry had not been harmed.
