Abstract

"Venture Builder" piece on the Small Business Administration's lead role in support of existing regional innovation clusters (RICs), thanks in part to SBA Administrator Karen Mills of Maine, who has an in-depth knowledge of RICs. If it is her influence at work, it is significant in its effect on a broad range of agencies, in the commitment of hundreds of millions of federal dollars, and in the speed with which new programs have emerged.
