Abstract

The Muskie School of Public Service at the University of Southern Maine has published a study called "Low Costs of Defensive Medicine, Small Savings From Tort Reform." The study determined that a 10 percent reduction in medical malpractice premiums would result in a reduction in defensive medicine costs equal to just 0.13 percent of total health care costs, rather than the 5 percent to 9 percent figure former President Bush cited during the 2004 debate. The study was designed to inform political debate on the issue of tort reform.
