Abstract
"Capitol Update" piece on the impact of federal cuts to grant programs for first responder agencies without any changes to mandates, shifting costs to state and local officials. The FCC has mandated that all public safety radio systems use "narrow band" radios by the end of 2012 and some Maine agencies were able to use some federal grant funding to make the purchases. But some agencies, especially in smaller towns, haven't upgraded yet and will now have to foot the cost of new radios without federal assistance.
