Abstract
Legislation has been proposed to prohibit The New England Aqua Ventus 1 project from building two 6-megawatt wind turbines two and one half miles off of Monhegan Island, but allow them being built ten miles out. That distance however would put the turbines into federal waters, which requires a different permit process. The delay would effectively stop the project, which is only one of two projects slated to receive federal funding for.
