Abstract

Although Maine ranks first in the nation in the "percentage of students achieving at high levels and engaged in high-level academic work," only 27 percent of Maine fourth-graders studied ranked "proficient" or better, Maine high-school students are among the least likely in the nation to go on to post-secondary education, and one-fourth of high school students have failed to acheive an acceptable level of literacy.
