Abstract

Biddeford is able to attract newcomers to the area, due in part to the efforts of developer Doug Sanford, who has re-purposed the former Pepperell Manufacturing Co mill into a complex of apartments, commercial and retail space. The 16 acre site is still in the process of being developed, with a finish date set for 2021. [images]
