Abstract
Portland developers Jim Brady and Brian Eng have plans to create what they are calling the Pearl Street Riverfront District on a large empty lot in Biddeford. As Portland gets more crowded and more expensive, they see an opportunity for an urban, transit-oriented neighborhood that will add jobs and housing as well as spaces for the public to enjoy.
