Abstract

A handful of new businesses has begun to fill vacant storefronts in a part of downtown Portland that struggles with drug use, theft, graffiti, and homelessness. Lately, the district has been getting more attention from city officials, law enforcement, and nonprofits to tackle crime, remove trash, and connect those in need with food, clothing, and other essential supports. As Portland seeks to revitalize its downtown arts district via business loans and a requirement as of April 1st that property owners devote window space to art installations or pay a fine, leasing demand has started picking up.
