    Abstract

    The grassroots Munjoy Hill Neighborhood Organization will ask the Portland City Council to earmark federal money for Hill economic development. They see a $100,000 revitalization of the village center surrounding the Munjoy Hill Observatory. Improved public safety, led by a three-person police substation, caused the organization to focus on quality-of-life issues, like litter and economic decay.
