Abstract

"Cover Story" piece on Regan Thibodeau, 21, a deaf woman who is filing a complaint against the Portland police for refusing to provide her with an interpreter after an auto accident she was involved in last week. The Americans With Disabilities Act and the Maine Human Rights Act both require law enforcement to provide interpreters to the deaf. The protocol for Portland police under these circumstances is clear. On November 3, 1998, police chief Michael Chitwood sent a memo to all Portland Police Department supervisors reminding them not to hesitate to obtain an interpreter for any deaf individual who requests one.
