Abstract

Article on the November referendum to ban bear baiting, with a focus on the stance of Gov. John Baldacci, noting that anti-bear-baiters say he reneged on his promise to stay neutral on the issue, and that he has allowed Department of Inland Fisheries and Wildlife to work against it. Wayne Pacelle, senior vice president of the Humane Society and chairman of Humane USA, claims the society endorsed Baldacci for governor on the basis of Baldacci's assurance that he would let the people decide the issue. Baldacci, who says he never made the pre-election promise, is actively campaigning alongside the Sportsman's Alliance of Maine (SAM) to defeat the proposal. With comments by Cindy Lowry of Hallowell, a long-time environmental activist and friend of the governor; and George Smith, a Republican activist and director of SAM.
