Abstract
In the 3rd Annual "Ideas Issue," Portland Phoenix writers propose ideas they would like to see become reality, including an extreme-sports mecca at the perhaps-soon-to-be-obsolete Cumberland County Civic Center; making the positions of editors and columnists elected offices; a trolley service between Portland's Old Port and Bayside; a Portland-to-South Portland ferry service; a flexible, virtual "non-university" in Portland; an "Art Bart" so creative types could barter their products; moving the University of Southern Maine's School of Music from Gorham to Portland; a musicians' co-op supported by the city of Portland; and a Portland Free Food Festival.
