Abstract
"this just in" piece reporting that LD 1481, which would have curbed retroactive citizens' referenda against property development, has been declared unconstitutional by Steven Rowe, attorney general. Rowe said the state constitution allows the Legislature only to define the method of creating citizens' referenda, not the content.
