Abstract

Article on the eighth annual Muzzle Awards, listing ten people or organizations who have undermined freedom of speech and personal liberties. Maine awardees include the City of Augusta for its pay-to-protest policy which brought a lawsuit from antiwar activists; and Michael Chitwood, Portland police chief, for canceling a concert scheduled for June 16 at the Portland Expo by country musician David Allan Coe. Chitwood claimed that Coe's association with the Outlaws motorcycle gang might lead to warfare between rival motorcycle gangs.
