Abstract
The Portland West Neighborhood Planning Council's YouthBuild program, which helps high school dropouts learn a trade while they prepare for their GEDs, is currently renovating a vacant three-unit apartment building in Portland. This year, 19 students are in the program. The nine-month program is funded through the U.S. Department of Housing and Urban Development.
