Abstract
"This Just In" piece on LD 1481, the controversial bill to limit the citizen referendum process. Sponsored by Sen. Lynn Bromley (D-South Portland), the bill would limit citizen referenda to retroactively veto a development, and would also bar local government from altering or stopping a development after a permit has been granted. Supporters, including the Maine State Housing Authority say the bill is necessary to encourage affordable housing development. LD 1481 was tabled last legislative session after the Attorney General's office said it was unconstitutional to single out citizens' initiatives. The new wording now restricts not only the citizens' right to repeal, but also the municipality's.
