Abstract
"Politics + Other Mistakes" piece on freedom of political speech, with a focus on Maine's Commission on Governmental Ethics and Election Practices. The commission ruled last month that campaign brochures distributed by Michael Mowles of Cape Elizabeth were "misleading." Jennifer Duddy, who was opposing Mowles for the Republican nomination for state House of Representatives, complained to the ethics commission because the brochures contained outdated endorsements by Sens. Olympia Snowe and Susan Collins, both R-Maine. Despite the ruling, Maine law does not ban "misleading" speech. Mowles is seeking the assistance of the Maine Civil Liberties Union to challenge the commission's decision, and to prove that most of the statute on the contents of campaign brochures is an unconstitutional infringement of free speech.
