Abstract

"Cover Story" piece on Portland's rental market. In the last three years the average rent in the city went up between 40 and 65 percent, according to Mike Finnegan, director of the Maine State Housing Authority. The increase is far higher than the average Portland resident's gain in income, and since the 1980s, there has been virtually no housing development in the city. With information about proposed projects, and the Campaign for a Comprehensive Plan, a movement on Munjoy Hill that has been blamed for scaring developers off.
