Abstract

"Cover Story" piece on Portland's Oxford Street Shelter, where residents say their grievances are not being heard. With special focus on a lawsuit recently filed in Cumberland County Superior Court by Bette Thompson, who claims she was sexually assaulted by Emanuel Daviega, another resident, in the shelter's Milestone Room, which is designated for use by clients who have been drinking or using drugs. Thompson is suing the city for $100,000, charging that the city was negligent and that employees of the shelter knew, or should have known, that it was unsafe to place her there.
