Abstract

"This Just In" piece suggesting ways to help Portland manage the nightlife in the Old Port, including: having social service agencies send counselors to bars to offer support to people in need; getting the City Council to grant some late-night licenses to spread out the mass release of revelers; and asking bars to agree to a minimum drink price to discourage binge drinking of cheap alcohol.
