Abstract
Detailed article on the $200 million state budget gap, with a focus on the little-publicized fact that more than $3 billion in tax breaks are given annually. About half of the tax breaks benefit the wealthy and corporations. Reformers believe that to raise additional money and to create fairer taxes, legislators should eliminate selected tax breaks. With details on the Business Equipment Tax Reimbursement Program (BETR), and a breakdown of the monetary value of tax breaks for recipients in five categories.
