Abstract
"Cover Story" piece profiling Carol Palesky, 61, of Topsham, who organized the most recent referendum petition to cap property taxes, which was recently rejected by Secretary of State Dan Gwadosky for failing to have a sufficient number of valid signatures. On Feb. 7, Palesky sued the state to reverse Gwadosky's decision, and some observers think she has a good chance of winning. In 1991, Palesky organized the Maine Taxpayers Action Network, and in 1996, then Secretary of State Bill Diamond accused her of being responsible for falsifying dates on initiative petitions in order to make them valid. She was convicted in 1998 of aggravated forgery and sentenced to nine months in jail. With a related article on the pros and cons of a tax cap.
