Abstract

Influenced by President Johnson's Highway Beautification Act regulating advertising along roadways, Maine established a complete billboard ban in 1977. Since then, downtown Portland and the rest of Maine have been free of the billboards and electric signs that used to light up Congress Street. Some wonder if the loss of downtown commercial advertising is necessary, while others believe that the ban preserves Maine's "scenic beauty".
