Abstract

Portland’s former city manager discusses the original vision for Franklin Arterial, which was designed at a time (the 1960s) when Portland was run-down. He argues that the Franklin Street Arterial contributed to the city’s economic health then, and continues to do so by facilitating the flow of traffic to activities downtown that support the city’s economic base.
