Abstract

A $1.5 billion back-scatter radar array, built in the 1980s on a 1,200 stretch of Air Force property in Moscow, Maine, is being disassembled this spring at taxpayer expense. The over-three-mile-long structure is sensitive to incoming nuclear threats 2,000 miles away.
