Abstract

Legislators are set to consider a school funding plan that would link state school subsidies to a community's ability to pay, considering not just property values but poverty rate, income, housing costs and tax burden as well. The so-called hardship index, developed by University of Southern Maine associate professor Josephine M. La Plante, would benefit those municipalities with relatively expensive housing and heavy tax burdens. Details, listing of 196 municipalities burdened by hardship.
