Abstract

York County sheriff Michael Bemis has decided that York County Jail will no longer lock up mentally ill prisoners who have been turned away by state mental hospitals. Bemis says the jail facilities violate the prisoners' rights. The decision might be tested in court should the state hospital refuse to admit such prisoners.
