Abstract

Maine Senator George J. Mitchell recently met with Navy Secretary John Dalton to complain that the Navy awarded Electric Boat of Groton, Conn., the repair work on two Los Angeles-class submarines even though the Portsmouth Naval Shipyard had bid $3 million less. Mitchell wants an inquiry into the bidding process and more equitable rules that would not disadvantage public yards when bidding against private yards.
