Abstract

Envirotest Technologies, based in Arizona, is appealing the state's decision to award a contract to set up auto-emissions testing centers in southern Maine to Systems Control, contending that Systems Control is using confusion about ownership of the firm to mislead Maine and other states seeking operators for emissions testing programs.
