Abstract

The nine-member Commission on Governmental Ethics and Election Practices wants to investigate House Speaker John L. Martin for his role in the recent State House ballot-tampering scandal. State and federal investigators questioned whether Martin responded properly when he became aware of criminal wrongdoing by his top aide.
