Abstract

The Neighborhood Action Coalition's Hotspot Cards program has failed to interest Portlanders. Of the 500 postage-free postcards distributed in various neighborhood only two were returned to police. The cards allow witnesses to crimes to report them anonymously. The program was started in January.
