Abstract

House Speaker John Martin's refusal to indicate exactly when he plans to resign his position as speaker has left his would-be successors in the dark and has caused some anxiety among Democrats. His term expires next year, but several Democrats said Martin assured them he would step down as speaker this year, a point not made clear on March 23, when he said this would be his last term as presiding officer.
