Abstract

Promises to break the gridlock in Augusta were among the campaign themes of both the gubernatorial and legislative races in last fall's elections. The first major policy issue of this legislative season, the debate over whether to extend the life of the Maine Health Program, resulted in stalemate and gridlock. The 40 partisan State House staffers are paid to help legislators think the way their party's hierarchy thinks, and to help lawmakers keep in touch with their constituents. Details.
