Abstract

Feature article on Kenneth Allen, top aide to House Speaker John L. Martin for 12 years, who recently pleaded guilty to burglary charges in the State House ballot-tampering scandal. Many who knew Allen during those twelve years say the he was an enforcer whol twisted arms, dug up information to discredit McKernan appointees, and punished uncooperative Democrats.
