Abstract

Maine Department of Human Services Commissioner Kevin Concannon, in attempting to contribute to Gov. King's goal of cutting $45 million from the state's two-year budget, asked his managers to come up with plans to cut the DHS work force by ten and 15 percent. The first plan would mean the elimination of 202 positions, 108 of which are already vacant. The second plan would eliminate 285 of DHS's 2,500 state employees. Peter Morgan, a 31-year DHS veteran and director of child and family services for York and Cumberland counties, has some serious porblems with the proposed cuts. Details.
