King's goal of cutting $45 million from the state's two-year budget, asked his managers to come up with plans to cut the DHS work force by ten and 15 percent. Peter Morgan, a 31-year DHS veteran and director of child and family services for York and Cumberland counties, has some serious porblems with the proposed cuts. Details.
