Abstract
The U.S. Centers for Disease Controls stopped funding HIV tests for newborn infants in April, and the Maine Department of Human Services has stopped testing babies. The CDC provided DHS with the funds for more than six years, allowing the tests for the purpose of AIDS statistical analysis. Maine has averaged three or four HIV-positive tests for newborns annually since 1988. The anonymous tests were controversial because civil libertarians felt they could lead to mandatory testing.
