"Maine Perspectives" piece on Maine Public Advocate Stephen Ward and his charge that Nynex violated a law that prevents interested parties from lobbying the Maine Public Utilities Commission. Thomas Welch, chairman of the PUC, recently ordered an informal investigation of Ward's charges.
