Abstract
A recent Maine Public Utilities Commission ruling reduces Nynex toll rates and requires part of the rate reduction to be put into a $20 million fund to provide universal Internet access. The program, the Schools and Libraries Information Infrastructure Project, could help Nynex establish a highly profitable Internet monopoly. Concern from interested parties resulted in the PUC working toward opening the eventual $20 million fund to a competitive bidding process. Gordon Cook, a network consultant, says the SLIIP proposal involves obscure and arcane technology that will only benefit Nynex. Details.
