Abstract

Maine Department of Transportation Commissioner John Melrose on Monday said that the state will redesign the proposed Sears Island cargo terminal so that its piers rest on pilings instead of solid fill. The use of fill was unacceptable to the U.S. Army Corps of Engineers and federal fisheries agencies, which insisted that a filled pier structure would wipe out ell grass beds. Melrose last week said that new engineering studies show it might be possible to put the pier on pilings for an additional $5 million, and a new all-pier design might be buildable for $53 million.
