Abstract

Gov. McKernan vetoed a bill that would impose fines on individuals not wearing seat belts when pulled over for other infractions. He claims the bill was an infringement on personal freedom, while noting that he advocates the use of seat belts on a voluntary basis. Neither house of the Legislature is expected to override the veto.
