Abstract

Immigration and customs officials in Canada and the United States last month unveiled plans for an experimental pass system that would allow residents of rural border areas to cross through part-time border crossings after hours. Full background checks will be performed on all residents who apply for the passes. The trial program will go into effect in May, and passes will be distributed to residents who have filed applications and survived scrutiny by officials on both sides of the border.
